Windows 7 Firewall Problem Can't Start Due to Permissions Access Denied - SOLVED

A San Diego client couldn't install an HP printer because the Windows 7 firewall was not running.  The best error message in the event log was event id 7024.  Adding permissions in the registry to the firewall service did the trick and completed the repair on the computer!
